WBS Hierarchal or Written ?

Hello everyone.
Hope everything is fine,
I'd like to ask you as per your experience in project management field. is it better for us to use WBS in a hierarchal format ? or in a text format just with identification codes ?

The question with another wording, is it a must to have a hierarchal WBS ?

I've tried both, Ahmed, over the last twenty years. I usually tend to a deliverable-based WBS under each process group.

This can be tricky in software development projects. I wind up with deliverable names such as "developed solution", "tested solution", and "accepted solution". I know I'm playing a bit on SDLC phases: development, functional testing, and acceptance testing.

I try to encapsulate all work products under a deliverable. For example, infrastructure components required get portioned under each appropriate deliverable: "test environment" is a work product under "tested solution".

It makes it easier to price the deliverables for a client project.
I prefer the deliverable based WBS as well.
I find it easier to estimate costs for each item.

But if you have a man-hour on each deliverable, on which level do you put this man-hour ? do you put it in the same level of another cost item ? like a small deliverable ? or it should be in a level which only contains man-hour for consistency purpose ?

I didn't mean that, for sure I know that WBS is a deliverable based by definition.
I meant that some PM's like to use it on a process group basis, then decompose each process group into its deliverables.
while other PM's like to start the WBS with the deliverable, whatever the process group of this deliverable.
I Hope my wordings more clear now.

What is the purpose of the WBS? If you know the purpose - you can answer your own question on where to add hours/cost.

this is what I meant ,that some PM's organize WBS according to phases or geographies or organizations or departments or may be some other thing.
that's why I was asking.
I know it should be tailored to the project type or project industry. but I'm asking as per your experience.

Dear Team,
I still have the same question which I couldn't solve.
I couldn't put man-hour embedded in each activity, so I put a separate work package in the WBS for the man-hour, and estimate budget for this work package.

if I try to embed man-hour in every and each activity, how can I control it ? lets say I have design coming from engineering department, how can I control the man-hour for each drawing ?

so I estimated the man-hour for the engineering all-over the whole project, not for every and each activity.

it'll be very difficult to assign for every activity, did you manage it before ?

WBS could be a graphical or textual presentation but must give a clear vision of the end outcome of the project.
Ahmed , From my point of view, it is more preferable to estimate the man-hour for each activity which gives you a more accurate estimation as well as easier tracking

I do not know how to answer properly without being direct and open.

1. Hours is not a WBS item - WBS is for the work to be done.
2. How did you estimate the engineering for the whole project?
3. Do you have an estimate of the number of drawings, specifications, etc. per engineering discipline?
4. You cannot control what is not planned properly. If you do not have breakdown of hours and costs per work package - then you CANNOT control at the higher level
