Engineering / PMC Costs for Chemical Projects

I would like to know the Industry average costs for Engineering / PMC services as percentage of total Project costs for Chemical / Agrochemical / Specialty Chemical projects. Could anyone help on this please ( 2%, 4% ....??). Even a good source for this would be great.
