I am currently part of a Telecommunications company that is starting a program office to support all IT projects within our CIO. Our current scope includes $600m of projects over the next 4 years.
I've been asked to help develop the metrics to measure the success of the program office itself (there are separate metrics for each of the programs/projects).
Are there any standard metrics defined for PMO success measurements? Does anyone have any suggested metrics we could track?
We've developed things like: customer surveys; response time to risks/issues/scope changes; completeness and timeliness of scorecard reporting. Are there any others that would be recommended? Saving Changes...

With the metrics you need to distinguish between project metrics (how is the project doing against baseline or in terms of delivering value) and PMO metrics, which address the value to the organziation rendered by its investment in having a PMO. Metrics that address the production of PM artifacts are self-defining - by having a PMO you probably will end up with more projects having project plan documents. The harder question is whether that made any difference or not. Measuring it is tricky because if the organization is immature then you will not have any useful pre-PMO data. If you don't know how productive you were then it is hard to show the improvements that occurred simply as a result of having the PMO in place; by the time you get to the point of having something to measure, it is already part of the as-is baseline and you are already entering the diminishing-returns part of the curve, never having gotten credit for climbing the steep part for which there was no data.
