For me, making the organization understand the role/value of a PMO, and getting "the buy-in" has required the majority of my attention.

The reason to set up a PMO is an strategic reason. It does means that you have to define organizational functions that you will or will not assign to a new physical business unit (in this case a PMO). This implies to solve a business problem that emerges for a business need. Hi and Salam,
First an foremost, i would like to share that, my company national oil and gas PETRONAS, has adopted the PMO. They recently re-organization and establish the PMO. Surely after I learned my PMP study, i understood that PMO very crucial to monitor and tracking all project, also become single point of reference for projects.
As-such the big company like Petronas, very happy that they already adopted this system and may put PMBOOK as big reference to manage project successfully with all triple constraints.
Hussain, in my view, the key PMO functions are Project Governance and Execution. I would recommend that you find current problems/issues that your organization has in these areas and devise an approach on how you plan to solve them using the PMO. If there are no problems, perhaps there is no need for a PMO Saving Changes...
