What do you mean by PMOffice? If it is a software package, my short recommendation would be to steer clear until you really do know what you want to do. You readily admit that you are new to the area, so find someone to talk to.
On the other hand, if the PMOffice is a typo, and you really meant Project Management Office, or Project Support Office (PSO) or similar, then there are a number of things to consider. For example, as new to the environment, what do you think a PMO / PSO will do for you? If you are asking, then there must be a perception of something wrong, and there may well be, but just implementing / installing a couple of people in a PSO won't usually fix anything.
PSO / PMOs need to do several things, satisfy management (usually with project reports) and also need to provide value to the project as well, is usually far more difficult. If value is not provided back to the project management community, then quite quickly the supply of data to the PSO will deteriorate and the PSO will die from poor information that is mistrusted.
This is not a small decision. What do the stakeholders want, and why? How will value be provided to the PM community? etc.
