Not at all. I have applied it into any type of project and any type of organization. Mainly because EVM variables that helps to predict things are very usefull for me. My recommendation is not pay attention when you heard this type of things no matter the process or method you are taking into consideration. Actually, the smaller - in number of activities - the project, the easier it is to do EVM. As your project gets bigger, it can be a bit laborious to assign earned values to each of your activities. Saving Changes...
