Agree with the first part of Bala's statement - toubled projects usually means a project is in trouble due to cost, schedule, quality, or other factors and the project is still ongoing.
Where I have different opinion with Bala is on the second part - a troubled project is not likely to finish successfully, if it is compelted at all. These projects are likely to be terminated - or if they continue - they will complete but missing on one or more of the objectives - severly

I don't completely agree that a troubled project is likely to be terminated. Troubled projects - if caught early - can be turned around. I'm not saying they will be perfect, but can certainly be saved in many cases if they are worth saving.

Hi Gina - I did say they could be terminated or continue to completion.
By the way in the book on Earned Value Project Management - they talked about a study in US Defence Industry and what they found out is that could not find ANY troubled project that recovered fully.
Yes, troubled projects could be turned around and i had a few in my past that i inherited from other PM and saved. However, they still finish with issues; behind schedule, over budget, or missing a feature or more. Saving Changes...

Hi Mounir..I do agree that they are likely to finish behind schedule, over budget or with reduced scope - thus "saved" but not without its issues. Although I have seen projects that were turned around - finished behind schedule, over budget, etc. - however the stakeholders said they felt the project was successful overall because it ended up meeting their needs and they felt that issues were addressed collaboratively. So sometimes success is associated with more than just within budget and within schedule. Saving Changes...

That is why we cannot have one dimension for project success and we need to view success from different perspectives (we use a four dimensions model).
We know projects like Sydney Opera House, The Channel Tunner and others were disasters from a PM perspective but viewed as successful.
In general, I think that you would agree, then one assess a troubled project, the decision to continue should be based on can this project still deliver value and the organization can still realize benefits. If the organization believe so - even with failure from PM perspective (over budget, behind schedule, etc.) then they should continue. If they have doubt - projects should be terminated.
