Any processes or techniques to reduce Risk prior to starting a project?

Look into the organizational process assets to understand risks and their responses for similar kind of projects and you can start form there.

Von - can you clarify further? Risks are related to business - operation - or project so what do you mean before starting a project? What is the context? Are we talking about general organizational risks?

Basic risks. In the military we used risk mitigation measures to avoid risk. These measures were based on lessons learned and mission type.

In my opinion, following the PMBOK risk m'gmt processes will be the best, it clearly define the step or processes that we can follow to reduce or mitigate the risk. But again , it is subject on the operations, works, or projects that you are handling with. For military I do believe the risk planning much more critical.
