I think the ideal situation is to have a dedicated PM as opposed to a Hybrid PM. However, most companies in today's economic environment, find it easier to evolve into having a dedicated PM as the value and and successes of the the Hybrid PM are evident. I think it also takes education and championing by the PM to educate and sell management on the concept of having a dedicated PM.

To add on to what Anthony has mentioned, If the size of the project is small, then the concept of hybrid PM could possibly work. However for large and critical projects there is generally a norm to have a dedicated PM

Hybrid as I understand is a mix of iterative/flexible and traditional PM. Dedicated project manger from the team or PMO or matrix setting (or dedicated third party Project Management Company) is a requirement for any project. Well small projects may do away with a matrix set up, but not without a pm. In my opinion, these days with shrinking budget and quicker timelines on many projects (practical side), a Hybrid PM or a PM within the mix of traditional approach and agile approach is best suited for complex projects too as the flexibility is more in hybrid than in traditional PM. Many decisions can be arrived at quickly with hybrid structure.
