Progerss Control is indeed one of the most important project management activities, so the question was asked how should we spend our time around this?

Knowing that overcontrolling (meaning bad use or your time) could backfire as well.

It is all a zero sum game. If you invest a lot of time in planning, you will have less surprises, less need for control. If you make a jump start (saving the planning time) you will spend it later in control and corrections. If your team is a level 6 or 7 out of 10 in capabilities, you will have to control 50% to a 100% more than if they are all level 8 or 9 (not to mention 10). Of course, higher level resources are more expensive (save here, spend there).
