It is all a zero sum game. If you invest a lot of time in planning, you will have less surprises, less need for control. If you make a jump start (saving the planning time) you will spend it later in control and corrections. If your team is a level 6 or 7 out of 10 in capabilities, you will have to control 50% to a 100% more than if they are all level 8 or 9 (not to mention 10).
