What factors to consider when evaluating solutions, apart from cost and acceptance? Any tool or technique?

Beyond the obvious stuff such as cost, I would recommend obtaining input from those that have previously implemented those solutions - assuming you are talking about solutions that others can relate to

I'm sure you already have considered the business case before and while evaluating solutions. Does that solution meet the real (not perceived) need?
It is important to see what current pain areas can get addressed, what value can be achieved by implementing the solution - all this, before considering cost and time factors.

I agree with all previous comments. I would like to add we should consider the MATURITY of the solution or of the components of the solution. This is an important factor to evaluate risks and achievement of the Business Case.

Solutions are presented to solve a problem during the lifecycle of a project or program. The problem must be clearly and concisely described in a statement. Solutions should be presented and cover attributes such as advantages/disadvantages over existing conditions and requirements; product cost, schedule, and quality impacts; operation and maintenance impacts; projected solution implementation process; and a recommended solution for acceptance.

The solution chosen should be changeable or adjustable based on the situations which might be different from initial notification of causes of problems.
