This is a very vast question and every industry will address it differently. Remaining within generic approach provided by PMI, I would say testing strategy would happen in monitoring and control, while inspecting deliverables or analyzing variances. I am strictly talking from project manager's point of view, where she is only concerned about alignment of project objectives with the organizational strategy.
If you are talking about the organizational strategy from portfolio or executive's point of view, we would have a number of monitoring, evaluation and control mechanisms at higher level to ensure alignment of organizational strategy for various projects and programs. PMO could support but this would be the responsibility of Portfolio Manager to check the KPIs and evaluate the investment decisions.
Within the project, we have the deliverable going through two inspections, Quality Control and Scope Validation commonly known as User Acceptance. As far as checking processes for alignment is concerned, all the controls existing will analyze and compare the work performance data with the respective plan / baseline and would do performance and variance analysis.
The word testing is normally reserved with deliverables and is accomplished through inspections. So I can conclude that you are basically concerned about the deliverable and how it does align with the organizational strategy... which I would say compliance with the requirements we collected from stakeholders and especially customers.
I suggest you take the PMBOK Guide as a guideline and create you own strategy testing mechanism according to your industry needs. There cannot be a single solution that will fit all projects.
