when project manager has mastered the art of delegation and trust his subordinates he doesn't need to worry about the deliverables.

Good point, so I guess then for proper delegation there should be a concrete knowledge management plan. Clear as it can be and in layman's term.

Saurabh, I think there are always 2 parts of final successful outcome/result which comes from team management.
1) The person who is preparing ie. Project Engineers/ Senior Engineers/ Executioner/ and similar sought of guys
2) The person checking or monitoring the activity or task delegated to team i.e.Project manager/Deputy manager.

The preparation and checking must be done by 2 different people. This adds on filter to errors which may occur during preparation/execution.
Also bundles up Manager to team relations if you justify and catch up right things at correct time.

One of work of project managers is to nurture 2nd level of leadership so that PM himself ( in his absence) should not become risk to project. In our project we have both technical and Project management proxies.

1.If vacation is planned then we inform all stakeholder well in advance(also through out of office mail).

2.If vacation is unplanned ( personal emergency etc), proxies steps in and inform to important stakeholder.

This way we minimize over dependency on PM, and avoid disturbing him/her unnecessarily during vacation.

So is this nurturing of 2nd level leadership the exact same as project manager in charge. I mean
1) does the 2nd in command knows each and every aspect of tasks handled by lead project manager ?
2) if yes, then is it that the 2nd level leadership dedicated for this role only ?

because to be competent same as the lead project manager he/she should spend entire time work along with project manager. Because in my experience there are some points those fall through gaps which can later prove to be of prime importance.

Answer is no of course, they are normally in training and will be doing project management activity only in absence of lead PM (temporarily). They are normally senior associates who are also involved in some assigned tasks. And once lead PM returns he closes gaps and proceeds with day today activity.

Over a period of time in case competency becomes same as Lead PM, then we start looking for suitable position for either.

The project manager should be leading a team - the team should know the details of their work - not the PM. In any mature organization, there will be many people that can step up and take a lead on a project. On projects with a PM Team, usually there is a deputy project manager or resident engineer that can step up and take the role.

However, in organizations where the PM is involved directly in all of the work, good luck!

Hmm - delegation really possible in this connected age?!
Think about the behavioral aspect by taking analogy of a parent - one'd leave their child at the baby sitter but still is concerned how your baby is handled. I think if you're in the top seat physical delegation is always happening but emotional delegation never happens. You're connected 24/7 and even if everything is working alright we'd want to make a well being call not because the delegation is lopsided or not complete it's just emotional detachment is not possible yo. Just can't hang up... With due respect: Each to his/their own.

Are you kidding me? Its project manager vacation, nothing to do. If a project manager do not take vacations then everything is wrong in that organization starting for the project manager itself.

If you are a good project manager and you have solid leadership skills of which Delegation is the most important one in your question then you should have no problem if you delegated properly - Projects should not depend on one person, they depend on a team. What if the project manager went to hospital ? Delegation is an important aspect of leadership.
