John, if there is domain knowledge gap, you should first consider selecting a BA or external partner to partner with (at least temporarily) to fill the gap... it could be a collective effort among the PM and this resource to select the best team Saving Changes...

Consult the project sponsor. They may have some idea about who would be best placed to contribute to the project, or at least the team leaders to talk to. The PMO is a good resource too, if you have one. Saving Changes...
If the company has internal employees that can perform the work on the project then the functional managers will allocate resources as needed. If there are not enough employees available and the project is critical and can't wait for resource availability then the functional managers can hire contractors, consultants or temporary employees. This is what I've seen in large companies and this happens no matters the PM is a technical expert or not.
If the company has no competent resources that can do the job then it needs to contract another company that will provide the resources. In this case however it is difficult for the company to establish if the proposed resources are really competent for the job as it does not have technical experts to determine this.
From what I've seen so far it is not the PMs responsibility to choose the people that will work on the project but instead the PM has to identify the resource providers and these providers will assign people on the project. Saving Changes...

In order to select tech team when PM does not have domain knowledge, you can hire or bring tech SME from with in the company and let them evaluate the resources you screen out.
