First of all I think we need to use Agile as an adjective of everything. With that say, after working with Agile from the very begining of the practice I will say that you have to make a separation of concerns. You can apply Agile practices to any type of process you have defined in your organization, for example budgeting or forcasting process. If you are talking about how to create and manage estimations while using an specific method (SCRUM, DSDM, XP, etc) then my recommendation is going to the method definition and specification to take into account what best fits for that method. Let me say: one of the big issues to solve when you use Agile is working with fixed price projects.
