Which KPI do you consider its the most important to measure in a PMO ?

How will you measure the performance of a PM?

There are two different things inside your question: PMO and PM (I assume that PM means project manager). PM objectives must be aligened with PMO objectives. PMO objectives must be aligned with organizational objectives. So, there is not a most or less important KPI because it will depends on your organizational strategy. For example,inside an organization for one PMO the objectives will be created related to deliver programs on budged and inside other organization those objectives will not have sence because the programs are intended to gain market positioning no matter the budget.
