While the Program Manager is mainly focused on the impact of the project to wards his program, the Project Sponsor is looking at the direct impact of the project towards the organisation.

Your question has ambiguity because you are using the terms PROJECT sponsor and PROGRAM manager. Programs could have sponsor but in general the relation between Program Manager and PROGRAM sponsor is ususally provider-customer relation; the sponsor is the internal customer.
If you are talking about project sponsor for a specific project within a program, then you will have one of two situations (1) what Thomas explained or (2) the two might be at the same level.

I went through looking for information about this when analyzing sponsorship. There is so much to learn in this regard. Whole lot of information over the internet and lot to learn when investigating around this.

Hi George: I am referring to Project Sponsor and Program Manager.
You find that a Program Manager has a number of related projects assigned to him, and the Steering Committee appointed/nominated a Project Sponsor to look after the project in-between Steer-com Meetings. Now the Project Manager effectively has two bosses.
As Stephane says, the two should have distinct functions. The Sponsor is an internal client, or project owner while Program Manager is the Project Manager's direct superior. The responsibilities of the two roles in some instances interface to an extend that there may even overlap.
The challenge for the Project Manager arise when the two bosses have conflicting views, while they are at the same level of seniority.
