Project software - Non IT Intensive Projects

I work for a research firm that develops reports and analysis on a project basis. I am looking for a flexible tool that can effectively track these types of short-term, non-IT intensive projects.

Things we are looking for: 1) track and report on the the progress of projects, issues and risks 2) assist in resource allocations 3) Once a project sells have an way to input new projects into the pipeline 4) knowledge management features like issues logs, change control logs, and historical information that could be viewed by client or project
