There should be a level of trust between the employer and the employee as the employer definitely hired this employee based on skills and qualifications so visiting external websites should not be a big deal as long as work is being accomplished properly and in timely manner.

My role is developing project management capability within our organisation, so I have a valid business need to access external websites and research material during work hour, but not everyone has, or needs, that level of access. Saving Changes...
