Very interesting video!. It looks more likely for a cross-culvert under the road to urgently repair the road which might be settled or collapsed due to heavy rain.
In my opinion, it can be done under the conditions that :
1. There has been less interferences by local community, which means relevant stakeholders has been actively participating in this project.
2. There has been less objections from local authorities in terms of environment and safety issues, which means these factors had already been assessed to satisfy all concerned parties.
3. Pre-cast culvert has been transported on the rail which was built temporarily for this purpose. And there has been plenty of yard to prepare this pre cast on near or in the project site.
4. This might be an emergency work with relatively high costs, which means the top priority of this project is time not cost.
5. There might be many sub contractors to work together in tight time frame, which means project management team should develop the effective work authorization procedures and communications plan.
6. It doesn't provide any evidences showing that they might obtain the materials from near sources or dispose the waste materials to designated areas.
7. Simply I can assume it might cost more than $10 millions in a week including the pre-cast culvert which might be taken more than at least 4 weeks to complete if it was newly built for this purpose.
8. Amazing work done but possible with effective planning and engagement of all stakeholders.
