Devising Assessment Criteria, Inputs are welcome !!

Hello friends ,
I'm doing my MBA in Operations and Manufacturing from a reputed Indian School. I am currently doing a project on Setting up a PM Practice in an Indian firm
I would like to have some information on how to devise assessment criteria for assessing tools, techniques and methodologies in Project Management.Are there readily available assessments (whitepapers, articles etc)from which I can derive inputs for this task?
I have already gone through Dr. Kerzner's PMMM Level 1 to Level 5, but this model is at the organizational process maturity level. I would like to have something which can be provide a more specific criteria for evaluating tools and techniques for setting up a PM practice.
