RACI do not show links, but the links should be there in the organisational structure, The question is: can the responsible person and the accountable person be without any type of "hierachical" link in the organisational structure?
I would agree with Stephane, Accountability for a project must come with some "knobs" that the accountable person may use to control the responsible persons. In other words, some hierarchical link MUST be present. Saving Changes...
