I think it should be business, people and trust. Everyone in the organization should work for the business and it's goal. In order for business to be successful, people should be treated fairly, with respect and dignity so they perform at their best. For people to work together, trust is important. Please let me know your thoughts.

Selva, it is impossible to answer your question, which is a great question, out of context. First of all, let me say that one organization could have multiple business defined into. So, the problem has some interesting complexity in this type of environment. But context is needed to determine the values and values have to be defined at organizational level, not at business level.

I think low cost, acceptable quality and customer awareness of your offering are key basic factors for success of any business. Customer buy value at minimum cost and they must be aware you offer such thing. Timely delivery of your offering can also be a big additional success factor. You can also work a balance of these factors with respect to your competitors which will compel your customer to buy your offering only.

About people, in most of the cases people and customer are delinked. Customer cant see organization producing goods how treat people. There is also no relation fair treatment of people and success of business is linked. There are many harsh companies sitting on big profits and many gentle companies facing losses. For business angle important is to take work out of people and selling your offerings with profits. Treatment of people may or may not be a factor, subject to your line of business.

It all depend on the strategy , has stated by others Sergio and Anuram.

It also depend on your type of business, for exemple importance of people for business success could be racked differently for professional service than for garbage collection business.
