KPI Variance from Planned Lifecycle

Hi, Im working in a PMO and I have a doubt about how to consider the time the Project is in "stand by" in the KPI Variance from Planned Lifecycle. It is correct to not consider that time in the variance? In wich circunstances? thanks

In my view it depend on view of KPI, from customer view it is counted from operational view it may not be counted.

if you order a food and because of any reason restaurant hold your order will not it make sense for you to still count the variance , you are waiting. But if you are the one who made the hold , you may not want to count. So it depend on context.

Thanks Saket. In our case the main reasons for a stand by are: 1)import materials into my country; 2) the customer dont have time to test the product .
The first reason (1) is out of our control; the second has it origin in the customer.
Maybe we need differents KPIs . One to measur a time to market (customers view) and other KPI with a operational view of IT.
