It is duty of PM is to ensure goals of projects are achieved. He is responsible to manage balance among cost, quality and time during complete life cycle of project. It is part of his duty to enforce all appropriate project management processes and make sure project is on track.

Here the context is not clear, preferably it should be Sponsor, who is accountable to Customer.
Stakeholders include both customer & senior management.
Hence, the best choice remains - Sponsor.
