does anyone have any references to articles or case studies that show the organizational resource allocation by these areas.

i.e. if the organization has a 100 people in totoal for Requirements, analysys, Functional design, Technial Architecture, Coding, testing

how many resouces would be allocated to each and why?

Build your project plans, with careful identification of resource skills required for estimated tasks. Match them against your current pool with some rational process for planning and promising multiple projects, and your portfolio will tell you what you need far better than some bogus benchmark.
