To start I would look at the organization's business plan for it's objectives. If there is a strategic plan I would look at those objectives too. Next, test those objectives for quantifiable objectives. If the objectives are weak (not quantified in operational terms) then meet with management and try to facilitate them to provide these measures (metrics). Now form a cross functional group of knowledge workers that collectively understand the business process being reviewed. Together, as a team, review the objectives and create an analysis that identifies the changes that would need to take place in the process in order to help the organization achieve those objectives.
