How to identify hidden stakeholders?

We know who is involved and engaged, how to identify those who influence projects?

This is the process of identifying stakeholders ... If you go through the PMBOK (Stakeholders Management KA), it will guide you through all those techniques.

There will be multiple people who influence the projects.
-Project Sponsor
-Core Architect
-Business Lead etc
Different interactions which happens during the project kick-off meeting, stakeholder meets, customer review meets etc should help to identify influencers to an extend

Although its possible for stakeholders to be "hidden", those that have influence on a project are typically "visible". There are exceptions but I have not encountered a situation where an influential stakeholder is out of sight.

The best way to tackle with hidden stakeholders is effective risk management. If you're not aware of some stakeholders and their possible effects then this means you're dealing with uncertainty. So take this as a risk item and monitor it through the project life cycle.

My question would then be: "Why would you think that there are hidden stakeholders"? It has to be based on something. I don't feel that this is a risk because there is no basis for dealing with something that is "hidden".

What is the rationale for thinking that there are hidden stakeholders? It has to be based on something? How would you attach a risk rating to something that has no real basis?

Many have hidden agenda but that does not necessarily mean the same thing as a hidden stakeholder. If a stakeholder does not want you to know "his hidden agenda", that would mean you have a visible stakeholder with a hidden agenda.

I'm not sure that hidden stakeholder is the right description for a person that has a hidden agenda.

Having a hidden agenda is not the same as a hidden stakeholder.

Many have hidden agenda but that does not necessarily mean the same thing as a hidden stakeholder. If a stakeholder does not want you to know "his hidden agenda", that would mean you have a visible stakeholder with a hidden agenda.

I'm not sure that hidden stakeholder is the right description for a person that has a hidden agenda.

Yes, this is identifying stakeholders. Stakeholders not included/missed.

There are no such things like hidden agenda in project, if it exists - it’s not a best practice.
