This is sign of low project maturity in the organization or that of the principal lead (Project/Program/Portfolio Manager, sponsor) or PMO. With little PM knowledge organizations and people tend to buy and rely on software tools thinking tools will assist in managing projects.
As a result, project team spend lot of time learning and deciphering the tools while the work suffers. Project Managers and Sponsors take an effort in recruiting and building competent teams only to be frustrated by reporting tools. Tools are essential but should be simple and minimal as is required to execute the project and the organization should acquire good tools that are used universally so as to minimize the tools learning efforts.
