I want to begin a Peer Review Process whereby my PMs can formally review each others projects. My goal is to assign peer reviewers to projects at the same time the PM is assigned the project. The peer reviews would address the major Project Management deliverables but not the project deliverables. Does anyone have a process similar to this that they would be able to share. I think this is a great idea. PM's could learn so much from each other this way!
I've had problems implementing process improvement changes like this in my organization. Everyone wants to hide anything that could make them look bad. I hope you have better luck.
Some PM's may feel threatened by this. You will really need buy-in to make this work. Identify the benefits of this and get the word out. And make sure you have STRONG executive backing. Saving Changes...
We have a PM peer review at the IT department at FedEx Ground. The PMs bring their projects before me (Sr Manager of PM group) and their peers at designated Review Points in the project lifecycle.
Each of the 4 Review Points has a set of documented guidelines of what we would expect to see in a well-run project at that point of the lifecycle.
Reviews are designed to be more of a Unicef or Red Cross than a Spanish Inquisition. However, following a Review, we do draft a memo of our findings to the IT senior management sponsors of the project.
We assess the project management processes and practices of the project - NOT the overall health of the project in terms of is it behind schedule, over budget, etc. That type of assessment is done through other channels.
The PM Review process for us has enabled the PMs to learn from each other and has paid big dividends for the time we've invested. It's been a great process.
I would be willing to share our Review critieria document with interested parties.

Good idea, and you sound like you already have a good process stated there already - really no need to overcomplicate it!
I would say that you need a "health check" style template to act asa starting point and provide consistency - there's one in the OGC Prince2 manula , and if you need soemthing more sophisticated for health check and overall prcess look at the OGC Gateway process - but be prepared to cut it down as you may find it too much for many circumstances.
While health check template and process is important, be sure that you use PMs with a lot of maturity who can adapt as needed - nothing is more frustrating when running a complex and unusual project that requires non-standard approaches and work, than having someone outside the project try to force you into a one-size-fits-all standard project track that just won't work for the project at hand.
