Just curious to know what logic to apply on this process to determine why Expert Judgment is not in the Plan Quality Management Tools & Techniques Process.

As per PMBOK:

"Expert judgment is used to assess the inputs needed to direct and manage execution of the project management plan. "

Thanks for the quick response. I really appreciate it. It seems that Expert judgment is used in the Plan Scope Management, Plan Schedule Management, Plan Cost Management, Plan Human Resource Management, Plan Risk Management, Plan Procurement Management, and Plan Stakeholder Management. But why PMI does not use it in the Plan Quality Management and Plan Communication Management Tools & Techniques Process?
