By tracking time do you mean writing hours (i.e. to a specific project)?
If so, an ERP like Navision is quite useful. Jobs are created, with their job codes, etc., to which project team members may write hours. It allows to plan (cost model) and track hours.

Thank you for the feedback Eduard. We already have an ERP system, but unfortunately it is only configured for employees to record their absences not their working time.

I came from a consulting firm that used Deltek timekeeping... it's a very good system at an enterprise level. Now working for a government organization that only tracks how many hours you work here and there, I wanted my own system that I could track (from a project level), my time. I arrived at an open source app called Anuko Timetracker. You can host it on your own server or use their hosting... I highly recommend it.
