Process improvement should be a responsibility of Business Representative/Manager. People down the line keep on adjusting themselves with fault of process which in turn result in low efficiency and low productivity. If Business Manager or Vertical manager involved in progress of employees' productivity, then it will be culture to evaluate every process to keep it improving till productivity reaches at top.

Agree with Samuel that accountability with the senior management, and responsibility of engineers or department manager. And everyone should be encouraged and involved.

Well, whoever gets paid is responsible for process improvement. Process improvement has to be inculcated within by an individual. It is the group of individuals who form a team. It is these teams who for a goal. It is this goal that solves a business problem. It is for solving this business problem, an organization exists. So the buck stops at the individual. The individual can wear multiple hats in an organization. As long as the individual keeps improving by applying the right processes, the outcome optimization happens.

It is a responsibility of the whole organization. Everybody needs to think about it and plays a role. Quality/Process/... departments can manage, lead and facilitate the improvement initiative. Even though they may run the initiative themselves, they definitely need the help of others.

When a project is completed the project team is usually disbanded so unless your company or organization has a standing business analyst or six sigma team that is tasked with monitoring continuous improvement, then I would surmise it is the job of each manager to monitor changes in their area for corrections or modification for improvement.

Process improvement must be everybody´s responsibility. Not only the involved. Even the new employees can have a tip or a different perspective to improve a process. This is not only for the Mighty Godly Handcrafted High Administration. Kaizen. To answer your question both should work together as a team to improve process. (Silos should disappear). EA.
Absolutely agree that process improvement is everybody's responsibility. However it will be much helpful if there is a team to monitor on the process improvement activities and ensure the end to end process as well as process standardization across all other departments or sub divisions within same company.
There will be incidents where everyone busy on their own process improvement, but they do not aware that the process changed or improved is actually impact the next process where belongs to other team or departments.
