Well, whoever gets paid is responsible for process improvement. Process improvement has to be inculcated within by an individual. It is the group of individuals who form a team. Absolutely agree that process improvement is everybody's responsibility. However it will be much helpful if there is a team to monitor on the process improvement activities and ensure the end to end process as well as process standardization across all other departments or sub divisions within same company.
