process improvement should be part of the organisational culture where kaizen is part of the DNA. to implement this you need specific KPIs for all roles, at all leveles, constant communication on achievements and impact achieved, create constructive competitions and build cross-team collaborations

Some organizations suggest everyone is responsible for process improvement. That is okay if that is how they choose to implement changes in their organization. However, effective process improvement must be initiated at the project management office, department, or human resources department levels. Although process improvements can save cost and stabilize processes, that would not necessarily mean that it would be deemed to be an improvement to an organization. Therefore, process improvement must consider the channels that it develops, the individuals that would benefit from the process, and whether these processes can be mapped to previous process improvement initiatives in organizations to determine their effectiveness or relevance at the business and organization level. Concluding, the process improvement must be able to fit within the organization; cost and implementation concerns are secondary to facilitate updated process improvements.

It's astonishing how many companies do have NEITHER a responsible for process improvements NOR a culture to look at how to do things differently, better, or even look at where the process breaks.

Sometimes I received answer like "yes, but we have a process in place."
OK. But do you realise that it doesn't work?
"Yes, but we do have a process"

Who gets the responsibility for this?

Process improvement should be the focus of all involved however acceptance and implementation is the responsibility of management.

Process Improvement should be responsible for every department involved. Organisation as a umbrella should set up policies & targets. Each department is responsible to go Lean in their day to day work. Ways should be found to contribute to the umbrella as a string attached to it.

The Plan-Do-Study-Act is a continuous improvement process and is done by everyone (people in organization) to improve learnings or processes systematically.
