What's the best way to present your quals on a resume if you wear multiple hats?

I wear multiple hats in my current role, performing PM, web development and business analyst functions. I wanted to open it up to the PM community to get some feedback about how to present this on my resume. Is it best to state just one role (e.g. my civil service title, Associate Staff Analyst) and describe the responsibilities I've served in bullet points beneath the title?

PS, my career track is in PM in the technology domain... other domains may be a good fit too since I have a background in arch / planning / transportation.
