All cost components must be examined with respect to actual completion of project, all deviations should be investigated and process related to cost must be audited for effectiveness and corrections must be applied.

By whom: You have to identify who understand this function may be quality assurance auditor, PM from other project, someone from finance function.

What means: You will require to develop methodology, templates, forms and checklist etc or pick up from existing standard process in your organization and include in project management plan of your project. In general you will have to define what to do, how to do, when to do, who will do etc. and this forms basis of audit.

When: Frequency will depend again need to project and it must be chosen in such a way defect can be identified before any major damage and corrective action can be possible and there must not be too much interference in normal functioning of team. It may be weekly, bi weekly, monthly or even base etc.
