Scheduling issues in Big Box Stores

I have a unique issue that I am not assigned to, but having experienced scheduling automation issues in Microsoft project, and the negative time allotment which shows up in various daily schedules, I am trying to assist a manager in our big box store. this unnamed big box store uses a corporate scheduling system which seems to always over allocate human resources to daily tasks and does not seem to take into account a persons seven hour workday. It seems to always List 10 to 20 tasks, and show more hours required to complete those tasks then the total hours of all individuals who are assigned to these tasks.

What I need advice on is:

One-what seems to be the problem? I have seen this in Microsoft project and no matter how much you had up the workers hours and assigned them correctly to the various tasks, the system always under or over calculates. could the automated task scheduler be using effort driven?

Two-how do I politically advise them when I can see several workers being over a signed, and their lunch hours not being removed from task hours? How do I approach this, because it is seriously affecting management and worker morale, and workflow, which senior corporate management is presuming no one is doing their jobs.
