You will need to create and manage and enterprise resource pool. The easiest way would be to use a PPM tool such as Microsoft Project Server.
Otherwise, you can use a master MS Project that contains all the resources. All other schedules are sub-projects to the master. That has worked for me when dealing with ten or so projects. You might find it difficult doing so with that many projects. Saving Changes...

As in any other type of environment. About techiniques, as Stéphane stated above you can use a resource pool and use techniques like critical chain to manage resources. If you do not implement demmand management then you are lost. On the other side, stay clear about the estimation results you make in a determined point of time. Take a look to Barry Bohem´s Cone of Uncertainty. While executing, you have to define a governance model to take decision where resources are one of the informations you have to put on the table. If everyone had the same skillset and performed at the same level, you might find a tool that fits your need. When you introduce different skillsets AND performance levels, I agree with Sergio, you need a process. You also have to keep in mind that the forecast is nothing more than a snapshot that is only marginally accurate at the time it was taken. Unless you have the same people doing the same work, every time, there are no guarantees. As soon as you introduce a new project or person, the forecast changes. For example, if you move a top level developer to a new project and backfill with a mid level developer, you have to revise all remaining estimates for the original project.
You will benefit from a tool that can keep track of variables such as:
* how much of a person's time is committed
* how far into the future the person's time is committed
* which projects people are working on
* individual skillsets
* Individual performance levels - I don't recommend publishing this information where everyone can see it, but you need to have this information if you move people around between projects
You need a combination of tool and process. I have yet to use a tool that was implemented in such a way that I could do something close to resembling accurate resource forecasting. Saving Changes...

Thanks all for your valuable suggestion. I am also opinion a tool & process both together will solve problem. At present I am using excel for managing this but will 100s of projects and 100s of resources keeping this undated on regular basis is very difficult since I needs to communicate with number of people to get update and apply manually. I am planning to use primavera where we can create resource pool and will load resources with schedule and regular update of these schedule will automatically generate resource loading. I will greatly appreciate If anyone has suggestion on my idea or if I am missing something.

Just to try to add something the key is not difficult or not difficult (while I could agree, I used xcell most of the times). The key is to make it visible. Question is: how many schedules do you see where project management activities are included? When you make all that complexity visible then things will change.
Is there any tool to check if the available resources will be able to meet the Planned end date. I have 100 modules each one with different complexity and hence different planned hours. End date for completing these 100 modules is fixed. I need to check if with the available resources whether this date can be met. Using Microsoft project or Primavera will help..? I have not used these tool so need confirmation Saving Changes...

I also manage thru excel and sometimes..i felt that is easy than tool!!:)
