Who should be a member of the Change Control Board?

CCB will ultimately decide whether a change request is approved, rejected, deferred, etc. What is your approach when selecting a CCB for a given project (assuming that the organization does not have a CCB in place)?

I turn to subject matter experts for input into the impact of the change. I look to the project sponsor and, on larger projects, the steering committee, to make decisions regarding change requests.

I usually try to balance the client numbers with the project team numbers. I usually like to see the managers on the client side that will be affected by the change. I also like to see the team leads who have to implement the change.

The importance is not the people (generally speaking). The importance is the information you will put on the table and the process to decide about the change. When you create the project charter you will define your decision pyramid (that is the recomendable) and from that you will get your teams responsability.

A CCB might be only applicable to any specific internal project or all projects as a whole in an organization which has already the system to manage the change including approval and reject of requested change upon careful review. In this case, dependent on the organizational structure, relevant functional managers should attend this CCB meeting in which a sponsor, PM, technical advisors from the team or consultants also participate as members of CCB. And if necessary, any specific CCB members should be identified and documented during the planning change management. If the project is performed for the external organization based on the contract clause or documents, change should be reviewed and approved by any representative(s) on behalf of the client and, if any, CCB should include members from the client or before a CCB makes the final decision on change CCB should consult with client for this change.
