Analogy for change control process

Does anyone have a good analogy to explain to business primes about the change control process. I want to explain to them when the change control process needs to be invoked, using an analogy someone who has little knowledge in project management process can understand

A change request happens anytime you want or need to do something that is not written down somewhere.

Here is a recent example. In our proposal to the client we had specifically named a requirements management tool. As we are going through the requirements confirmation stage, we wanted to consider an alternate tool. That is a change request.
