As you said, every individual is distinct from the other and this is why there is no way you can be sure if most of the credential holders used the 15 minutes or not. I, for example, did not and I know many others that did not either. At the end, yes, everyone does what make them feel comfortable but this is besides the point.
My point and advise, in my personal and humble opinion, when you prepare for the exam, prepare as if those 15 minutes do not exist. You might have another advise for our fellow colleagues from your own personal experience. Everyone is entilted for their own opinion.
Anupam, This is an important item for preparing for the exam. I would call the PMI Support and get the word straight from the horse's mouth. This will provide a definitive answer to you /friend and then you can share with all as well.

I agree with Rami and even I didn't feel it was necessary. There might be very limited numbers of questions to use formulas and simple memory of ITTOs. Majority of questions should be answered based on the different information given in each question, which mean any specific brain-dump items can't be utilized effectively in a timely manner with exception that It just provides you with being focused or emotional comfort before the exam. If my memory is correct, I really doubt if I had time or chance to use this type of tactic during the exam since I had only less than five minutes when I had all questions answered without any further review on marked questions.

A couple things to note. The 15 minutes is like a safety net, or comfort zone for many test takers, and not just PMP. Knowing you have that flex time leading up to the gun going off, is very helpful.
I for one, did use the time, because, well, why not? How one uses it, is up to them. For most of my exams, Microsoft technical exams included, I used the time for one reason or another. For my PMP, I did prepare a dump, but certainly did not rely on my dump over proper preparation, conversely it was part of my prep, and plan to more so able to focus on the test and not so much be concerned with thinking of formulas. My dump was a memory map of sorts, with included formulas.
The most benefit from my dump was to get my head in the game, calm nerves, and to easily reference formula's. I knew the formula's but no sense to make silly mistakes.
I also used the scratch paper for probably 5-10 questions. Saving Changes...
