Effective immediately, PMI and Prometric have made the following change to the examination format of all PMI certifications: You are no longer allowed to take any notes during the 15 minute time of the tutorial.

As I have friends that are studying right now, I've checked at PMI website and Prometrics here in USA. I did not read anything about that.
I while wait until official confirmation before to scary them.

no reason to scare anybody, but it is true. It is not longer allowed to do the brain dump WHILE the 15 minutes tutorial period.
But you can do your brain dump in the beginning of the exam time, but you should train to do it within a few minutes until it counts towards your time you will have to answer the questions ...

I've checked your links, this is an article for a REP or company that helps people to prepare the test.
All based on Gregg Shaffer (Manager, Registered Education Provider (R.E.P.) Program said, similar to first Anupam post.
From my point of view, first I don't have the pleasure to know Gregg in order to ask him, second, this is not a confirmation, because it doesn't have any reference to oficial information as PMI website or Prometric.
I'll appreciate if someone has a "oficial" information, will share it.

I am not sure what the big deal is even if this was true. If someone will get scared because he / she can't write notes then they should not sit for the exam.
I personally never used the scratch paper or did any brain dump what so ever. My advise is that when you study, do not rely on such things - Study as if this is not there. If it was there, it might be a plus and if not then this shouldn't affect the performance on the exam.
This is my humble opinion.

Completely agree with you, that shouldn't affect the performance on the exam, but not all of us have the same abilities or stress control to prepare a test.
