Hello everyone!
Over the past few weeks we’ve received a few questions regarding the practice of “brain dumps” while taking a PMI exam. Here is PMI’s policy on this matter and what will be enforced at Prometric testing centers:
• Testing candidates can start to utilize their scratch paper/note boards once the exam has officially started
• Doing a “brain dump” during the 15 minute tutorial period or prior is not allowed
• All scratch paper/note boards will be collected at the end of the testing session
PMI is not endorsing or condoning the practice of brain dumps, nor have they ever. Candidates are not able to start to utilize their scratch paper until the exam time starts. This is industry best practice.

Anupam is correct. This has been introduced as one of my friend appeared in Oct,2016.

I am not sure what the big deal is even if this was true. If someone will get scared because he / she can't write notes then they should not sit for the exam.
I personally never used the scratch paper or did any brain dump what so ever. My advise is that when you study, do not rely on such things - Study as if this is not there. If it was there, it might be a plus and if not then this shouldn't affect the performance on the exam.
This is my humble opinion.
