If there aren't a licensing issue, and all computers have installed the Microsoft Project, from my point of view the best option is to train sub PM in this tool.
Like this, all people will send the information in the same format, the project managers don't waste time consolidating the information and the sub PM will gain a new knowledge that can help in the future if they would like to be PM. Saving Changes...
