Microsoft project versus excel

If you are managing multiple projects with lots of interdependencies is it better to use Microsoft project or excel or a combination of both? For example have the sub project managers submit schedules with excel and overall project manager use Microsoft project? Not all sub project managers know Microsoft project and these are the only two tools we have access to.

If there aren't a licensing issue, and all computers have installed the Microsoft Project, from my point of view the best option is to train sub PM in this tool.

Like this, all people will send the information in the same format, the project managers don't waste time consolidating the information and the sub PM will gain a new knowledge that can help in the future if they would like to be PM.
