Some think a project starts when funds have been allocated, resources committed and a project plan is built, others might think a project starts with a Kickoff Meeting...but even the business case was done before Saving Changes...
I would argue that contrary to the official definitions, a project "starts" when it is first discussed as a possibility.
Even before there is a business case, the project may already be being discussed by the decision makers, and rumours already circulating.
The official start may be the business case, the kick-off meeting, the project being assigned, etc. But I think unofficially, when the project is first identified is when you can consider it started.
Especially in the cases where there may be a long lead time between when the project is first identified, and when it is actually official started. If you're aware of this, then it can help deal with stakeholders who may be antagonistic towards it due to their perceived delay in the projects progression. Saving Changes...
