Sounds like an operations group to me. I would not put them with QA since QA needs to review / audit their adherence to standards. You might consider placing them under your facilities management group or set them out as a separate dept. If the head of ISD needs to be a peer of the operations manager, development manager, etc. then ISD should be its own group. Hope this helps. Saving Changes...

When you say "manage", do you mean direct operational management, or do you mean review and oversight of those who do manage these functions?
If it is the former, then clearly the QA department should perform the QA functions that Michael Wood mentions. If, however, your role is to review the ISD team's adherence to corporate (or regulatory) standards, then you ARE performing a QA role. If this is the case, the issue is one of organizational alignment.
If you are part of the team whose compliance you are monitoring, you have a built-in conflict of interest. You will always find yourself facing subtle (or not so subtle) pressures to let things pass in order to be seen as a team player.
To avoid this, a quality management team (whether quality control or quality assurance) should always report on a different management line than the people whom they review. Saving Changes...
