Does presence of a leader matter or the work to be done matter's? Yes/No

I would like to know thoughts of the PM community.

Its not that simple. Maybe a better question is .... How does a leader empower those performing the work to make better decisions.

The presense of a leader matters and at thr same time the work itself matters. The presence of a leader should complement amd help get the work done properly.
