The main purpose of developing the team is to increase team performance by enhancing mutual trusts and communications in the long run. Therefore, it can't be one time event nor only done in the beginning of project.
As a project manager, to develop team effectively, you should first know individual team members' readiness to work in your project and as a leader of the project, you should behave ethically. All participants in the project should be encouraged to behave ethically too. Mutual trusts and respects between team members or with project manager may be built on the firm foundation of ethical behaviors from all participants.
As per their readiness you may plan training sessions and make the project environment enabling team members to learn from other members. To give team members more opportunities for face to face informal conversation might be one of good team building efforts. There must be so many ways to enhance team's cohesiveness and team performance like enhanced team members' mutual trusts, effective communications, clear role definitions, preventing unnecessary conflicts, motivating activities, giving rewards, encouraging team members to involve developing project plans, appointment as risk and/or issue owners, arrangement of war room, off-site workshop sessions, introducing team's best practices in the status meetings or any periodic project meetings etc. based on needs of team development throughout the project life cycle. One of good approaches might be based on Tuckman's theory.
Keeping the consistent ethical behaviors is one of real challenges since unplanned and unexpected various situations and temptations might wait for the project team to be dealt with differently. Many times, vales for ethical behavior might be found as conflict factors even between themselves. Saving Changes...

Best method to develop project team is communication among team members and informal communication is more effective. To trigger such discussions it is always better to discuss lighter events of interest. Like interesting running movie, sport match played yesterday, light political topics, offerings in markets, holiday plan etc etc. This makes better relations in group and they work out of ways to solve problems and don't try to put each other in problem. If people are assigned SMART objective in informal objective best teams can be developed. Saving Changes...

I would add give permission to error, that is often the best lessons. Obviously you may want to avoid costly error so some level of supervision might be required.
