Electronic-Document Tracking

Has anyone here been involved with improving/implementing a document tracking system. The process involves reviewing/approving documents and forwarding to the next department in the process flow. Right now there isn't a good way to track documents pertaining each individual account.
I know some companies like BakerHill, ICG Consulting, and Inedtitech offer some solutions but I'm shopping around. Any ideas?

As far as process improvement goes Document Tracking is like any other process improvement effort.

Documents can be tracked while in review process with Microsoft Word, Powerpoint, Excel by selecting File, Send to, Routing Recipient (see attached).
