I'm trying to find either a package or a workaround process (around a package) that would support configuration management with at least one level of approval process before check-in and check-out. (That means, when the programmer checks in the code, the librarian has to ok the check in before it actually goes in to the version control repository.) There were various workarounds that was suggested involving a bunch of manual processes around CVS, but I could not find a solution wherein I can preserve an automated and soft copy of the logs reflecting which programmer is checking what in or what out, short of modifying CVS ourselves.
